Corner arrows are worth checking first of all — an arrow in a corner only has two possible directions, and one of those is frequently open from the very first move.
When the board looks completely locked, look for arrows that point toward each other along the same row or column. Clearing whichever one is closer to the edge first will often free up its neighbour immediately afterward. And do not be afraid to use Undo liberally — there is no penalty for backtracking, so treat a stuck position as information rather than a failure and try clearing a different arrow first.
